Development Manager

Our client is a leading player in the UK Healthcare market. The majority of their portfolio is formed of GP surgeries with some other properties let to the NHS, pharmacies and dental practices. Our client provides high quality buildings to their tenants and following a number of recent acquisitions they now have need to hire a Development Manager to work with the Development Director and Investment Director to acquire new assets and improve the assets currently under management.
Duties & Responsibilities
As a Development Manager, you will assist in the drive to create an effective and efficient development process and deliver on acquisition and existing real estate development plans in addition to overseeing asset enhancement initiatives. This includes providing strategic inputs in the commercial objectives, review, due diligence, design, positioning, budgeting and construction of the identified/ assigned projects at inception, coordinating the appropriate delivery teams, and having the commercial experience to take on development challenges and drive strategic development, execution and effective practices to achieve targeted outcome and deliver value to shareholders.
Your responsibilities include, but are not limited, to the following:
  • Support the identification and pursuit of new development opportunities
  • Work with the Investment and Asset Management teams during pre-acquisition/ inception stage to provide strategic advice on high level costs, timelines for development/ asset enhancement, as well as potential risks and challenges for each identified project
  • Participate in and inform the design process, feasibility studies and business cases for projects
  • Procurement of relevant and appropriate Consultants/Vendors to carry out necessary feasibility studies and surveys during pre-acquisition and inception stages
  • Review and comment on any feasibility studies, quotations, development budgets, cashflow analysis on all identified projects
  • Liaise with all external stakeholders in development process (such as local authorities, statutory bodies etc.) to obtain feedback, comments, and/or approvals
  • Coordinate with relevant stakeholders to establish project development strategy throughout project lifecycle, considering the master plan composition, leasing objectives, return on investment objectives, investment constraints, development phasing, interface, infrastructure, and construction requirements
  • Complete development projects/ asset enhancement initiatives, ensuring that they are delivered on-time, within scope of design, specifications, and approved budget
  • Maintain and track key milestones of assigned projects * Effectively and accurately communicate relevant project information to the Management, relevant stakeholders, main contractor team and any other project consultants
  • Review the competency of Contractor Quotations to ensure only fair and reasonable pricing is recommended for Management approval Issue Contracts, Letters of Awards, Purchase Orders, Request for Proposal, Tender Requirements, Technical Specifications etc, where applicable
  • Conduct site inspection, prepare progress reports and organise development meetings with the Asset Management team, Management, and other relevant stakeholders throughout the lifecycle of the project
  • Manage changes to the project scope, project schedule, and project costs using appropriate verification methods / through accredited consultants
  • Report and escalate critical issues and significant project discrepancies to the Management as needed
  • Monitor cost overruns, variation orders, omissions and any deviations from contracts and specifications
  • Track and manage programme time and cost trackers to ensure all information is up to date and relevant
  • Prepare case studies/ lessons learnt and detailed reports of each project for corporate reporting, summarising the performance achieved in relation to the original forecasts/ approvals.
  • Evaluate performance of the appointed project team/consultants

Job Requirement
  • Candidate will ideally hold a professional qualification eg MRICS, RIBA or similiar
  • Educated to a tertiary level holding a bachelor's degree in Architecture, Quantity Surveying, Engineering or equivalent
  • At least 3 years of experience in managing and implementing development of commercial  projects and ideally knowledge of the Healthcare sector
  • Strong understanding of the real estate development process and planning regulations
  • Commercially astute, with a working knowledge of financial analysis and pricing impacts of various elements of development to identify risk and cost impacts earlier in process
  • Strong analytical and problem-solving skills, collecting relevant information and identifying possible solutions
  • Self-motivated, responsible, and able to work as part of a team with minimum supervision
  • Demonstrated willingness to be flexible and adaptable to changing priorities
  • Effective communication skills including verbal, written, presentation and negotiation skills
